– The shared endeavor to build a modern, democratic, civil nation-state that guarantees full equality among citizens—men and women alike—in rights, duties, and individual freedoms, grounded in the principle of citizenship, which regards all citizens equally regardless of their diverse affiliations.

– Commitment to the social contract established by the founding fathers of the Syrian state a century ago, based on the principle: “Religion is for God and the homeland is for all,” the neutrality of the state toward all religions and beliefs, the unity of Syrian land and people, and the rejection and resistance of any occupier of Syrian territory, by all means recognized by the United Nations.

– Democracy is the essence of this system, in its contemporary meaning as developed through the experiences of peoples worldwide—rooted particularly in the principles of popular sovereignty through free elections and the peaceful transfer of power, freedom of opinion, expression, and association, pluralism, citizenship, human rights, social justice, the independence of the branches of government, and the rule of law.

– Respect for societal diversity, beliefs, interests, and the specificities of all components of the Syrian people, and prohibiting, under any circumstance or by anyone, any offense against them, any violation of their rights, or any restriction on their role in public life. Recognition of their right to development and protection as an indispensable part of the unified body of the Syrian nation.

– Encouragement, in word and deed, of positive, peaceful, and fraternal communication and interaction among all groups and components of the Syrian people, without exception. Rejection of any action that may incite division, conflict, tension, or hostility among them, and refusal to practice—or accept the practice of—any discriminatory, exclusionary, or unjust policies against any Syrian sect or ethnic community.

– Refraining from the use of violence, or acceptance of its use, under any circumstances, now or in the future. Commitment to policies of open hands and open hearts, safeguarding the security, dignity, and freedom of all segments of the Syrian people, and refusing any assault on or deprivation of their rights—foremost among them the right to national partnership at all political, economic, social, and cultural levels.

– Joint efforts to eliminate all elements alien to the history and practices of the Syrian people, both sectarian and ethnic, who have always been united and open to one another within a shared collective imagination—harmonious and coexisting under the roof of brotherhood and common living, with complementary feelings, ideas, and beliefs—qualities that have long made our homeland a haven of peace, civil security, and social cohesion.

– Boycotting and condemning any party that contributes—whether in speech or in action—to sowing division or fabricating contradictions among citizens of Syrian society, who are all, without exception, subjected to repression and deprivation.

– Abstaining from all unlawful acts and practices that incite citizens against one another or cause harm to individuals, as well as to public or private property. Such acts must be condemned and criminalized, while all citizens are called upon to reject those who commit them, whoever they may be.
